Ranked lists usually average a set of qualities into one number and produce an order that describes nothing. This one ranks by the single thing each game does better than anything else on the list, which is a more useful question if you are deciding what to play tonight.
One: Kalari Ascent, for combat built from a real discipline. Two: Grimwater Deep, for sound. Three: Iron Monsoon, for systemic dialogue, which is the most underrated craft in the industry. Four: Static Bloom, for having a genuinely new idea. Five: Monsoon Circuit, for a wet-weather model that embarrasses games sixty times its budget.
Six through eleven are where it gets contentious, and I have put Sundari Sector at seven despite it being the commercially largest title here, because the thing it is best at is transparency about patches rather than anything in the game itself. That is a real achievement and it is not a gameplay one.
The pattern across all eleven is that the strongest work comes from teams under twenty people who picked one thing and refused to widen the scope. The two largest studios on this list are both at their best in a narrow discipline, and both know it.
